Where can I find active users to play challenge with and won't decline

There is no guarantee that player will not decline challenges.

That depends on the player.
You can check from your following who play challenges and send them.

Or
- you can open "Community" tab
- click on "start coding challenges", select your preferred language and send randomly

Or..
Post in the thread below as Request/send challenges to whoever is active at that time.
