@Alpesh Bootstrap was a project built by two Twitter employees and then many other developers from Twitter joined in to contribute..
It was first used only as a framework for Twitter,but later it became an open-source project framework which we are using in our websites now.

There is a debate that bootstrap is a Framework or Library. But it is just a personal thoughts. You can call it Framework or Library.

Bootstrap has bundle of helper utilities and styled components? It will provide bunch of predefined CSS classes with styles that you can apply on your web project so that you don't have to design it from scratch.
For example designing Form, Navigation menu, page layout, responsive layout is easy with bootstrap. You just have to add their classes on the HTML element.
