What is your workflow for creating CSS templates?

Question

I need to create a CSS template for my future web app but I am not very good at CSS design.
I know basic rules but then implementation from my layouts/mockups to an actual working web page is very painful for me :/

How do you proceed to convert your UI design/mockup into an actual CSS template? What are your steps? Which elements do you focus on first, and second, and third..?
Like display, then position, then width/heigth, then margin/padding, etc.?

Is your app going to be used mostly on mobile devices or pc or ?
Then design it. How you want it to look (mockup).
Finally write your code to make it real!
