Because counties like USA, Germany, Japan, etc. know that software is becoming more important than ever for their economy. But since these countries don't have natural resources, they have to foster their kids into programming, because the intelligence and skills of their people are the only resources they got.
Thus a lot of initiatives emerged in the recent years helping kids (and adults) to learn how to code, e.g. hour of code, udemy, cousera, udacity, edX, codecademy, etc.
All of these initiatives are free or at least easily available. And all of these initiatives are promoted by the most famous and influential people in the world, from (then) president Obama to Mark Zuckerberg.

because many support are present.
let say a kid in Ethiopia want to learn programming, there are no book (all expensive), no tutorial at school, no family or friend to help, no culture to support the learning , less book in library, language barrier, Expensive pc (for american standart pc is affordable while other country is a luxury).
