Is it possible to create websites without php ?

I created a simple webpage and hosted it with 000webhost but when I opened the page it was blank.

Yes: let say that it's intended that Php means server side website handling, you can also do this task with quite any languages, wich actually provide mostly all web frameworks... And anyway, with high level network skills, you can even implement it with really any languages, since you're really know what to do under the hood (but pretty not necessary to reinvent the wheel ^^)

You could use HTML/CSS only if you don't want backend access.
