Can you type <script language="c++" type="text/c++"> and put c++ scripts in an html file as you normally would javascript?

Sadly not.
The <Script> tag refers mainly to JavaScript or VBS(Not really used)
But it would be cool if we could add a lowerclass programming language to do our websites (Just dangerous)
But what you can do is create a server-side C++ application that would return a specific HTML code or something similar. (The server would mainly be on the Local Network)

so, in that case, would it be a c++ app that gave you html instead of an html app running c++?

That means you can connect to that server through your phone and it will give you a HTML website back
