How long is enough time for me to become a good programmer (HTML&CSS and Javascript)?

It depends and varies from person to person. There is no telling as to how well you will perform and how good is 'good'. If we are talking in terms of the tutorial course in SoloLearn and the amount of time it takes to master them, I'd say an average of 3 months, 1 month each for each course in HTML, CSS and JS. Then again, there is no telling if one can be competent after completing the courses. :>
