Yes it is very possible.
Start by downloading the AIDE IDE App for Android and Java here 👇
https://play.google.com/store/apps/details?id=com.aide.ui
This post might be also helpful 👇

AIDE is an offline IDE and has beginner tutorials for both Android and Java that are very helpful if you intend to switch to Android Studio when you finally get a PC.
Then you can post your challenges and progress here👇

if you really want to learn Android i would advice you to buy a laptop but you can also choose AIDE app of wich it doesnt have all libraries and build tools...so you will have to code everything of wich it will waste your time

@Azim,
Auto-complete may be a handy tool, but it is not good to fully rely on it if you're a complete beginner.
Learning from first principles is always better.

ya if you really want to code a big code where there's a lot of testing, like not sure of your codes then a laptop really is a good way to invest. But you have to start somewhere. if you want your parents to get your a PC ask your Mom not your dad, tell it's for coding and you want to become a computer programmer you don't have to be but it might work, then look on eBay or amazon ask for her budget first. might take a year or 2 for her to buy it , but totally worth it.
