It will help you to learn the basics of particular programming language, yes. But this is only a beginning. You also should learn abstract algorithms and practice everyday, to make the further steps. Good luck (:

HTML isnt really considered a programming language.. lol But yes going through courses will help you out even if you know a bit of the language already its sort of fun going through the course and refreshing your memory

Using this app won't improve your programming skills. It will teach you the basics you need in order to begin programming efficiently.
Many people have the misconception that programming can be 'learnt'. Programming is an art, a skill, and it cannot be learnt. It can only be developed.
My advice to you is to use this app only to learn the basics. Go to sites like codechef, code masters etc. and begin programming. The more you do it, the more you will learn.
