Are you asking if you spent 10-11 years working on C++, would you be a C++ programmer? Or are you saying that YOU are 10-11 years old, and you want to know if it's possible to be a programmer?

I'll answer both.
If you spend 10-11 years on C++ and don't become a programmer from that, then maybe programming isn't for you. :D
If you're 10-11 years old and you want to learn C++, you're more than capable of doing so. I first learned C++ when I was about 13ish, and HTML earlier than that. Whatever you put your mind and actions into, you can do.
