Can i do a blog with html ONLY?

I'm kind of "hired" to make a blog. Can i make a blog with HTML only? If you want COPY PASTE the code. =D

Well, yes you can. But without backend of course, you can create it to look like a blog. You have to hard-code everything with HTML (+ CSS for the design) so it looks like a blog.
