I would say the same - porfolio page for the beggining :)

Make a tribute page! Or a portfolio page! Or recreate one of your favorite sites. Get creative, anything will work. You could also get your certification for frontend developing free at freecodecamp, you will get practice out of it too. I wouldn't personally learn it on a phone, if you have a computer it will work. If you have a gmail account go to google drive and get HTML editey, its free and its really good to just build smaller projects.
