The main languages to learn to become a great web designer are:

HTML - This is the main language for anything that is related to web. It's like the basic structure of a web page. You will have to master HTML and it's fundamentals first to make anything "web".

CSS - This language helps to make your web page look more awesome and user-friendly like SoloLearn's official web page. It can modify each and everything in a web page. From a tiny little button to the font of the page to the whole background, CSS can be used to modify each and every detail of your webpage!

Javascript - Javascript, unlike the previous two markup languages, is a programming language that acts as the core mechanism of your web page. A web page without Javascript is like a C++ app without the "int main()" function.

(Optional) Bootstrap - Is CSS not the modern design you wanted in your web page? Then look no further! Bootstrap is the best language to create web pages with advanced designs that will surely appeal the user, and the coder!

Although there are countless other languages to make your web page look more cool, these are the only ones that I've mastered. So please don't down-vote if I missed out any other essential web language.

Looking at the answers, feels like everybody talks about (front end) web DEVELOPER, but the question is about web DESIGN.
As I know, designer draws the concept of the side, front end developer performs makes the concept working interface.
