Are you agree that learn program language have a limit time.??or you think any body any time can learn a new program language??

i wont say that start programming from 5 or 6 years but you can definitely start at 13-14 it is perfect period as you know some algebric concepts like variables, and still not grown up you get a lot of time to do mistake.

Well it mostly depends on the learners capability of understanding the code and programming in general. It doesn't matter if you are 10 or 60 years old, what matters is how well you understand how the code works step by step. Of course, younger people usually can learn any topic easier than older people, so if you are younger, you will probably have it easier to learn a language than someone who is older, but older people also can learn programming, but probably with a little more effort.

no problem u can learn it either at 18 at 28, just do practice programming, my advice would be that each day practice one algorithm​ or make some program either for fun or for ur personal use, read books like head first java, clean coder, etc they'll help you know different concepts.
