How do I make a download link that is the same for all people.

Question

When I send people an HTML file I make on notepad and use the <video> or <audio> tag and I put a mediafire dowload link in <source src="HERE" type="video or audio/mpeg mp4 or ogg"> but it dosen't work... Anybody know why?
