Is python the top programming language when it comes to machine learning

Currently Python has the best options for ML, as new algorithms are added constantly thanks to much bigger community than in the case of other languages.
You might want to take a look at Julia, too - it's kind of new and relatively under-developed as of yet, but good to keep an eye on it.

So many libraries! But other languages are not in the least worse!
