So Minecraft Pocket Edition is written in c++. What apps (android) can I use to open the code and be able to modify some codes to change the skins etc? Thanks.

you need the source code, getting the source code for minecraft would require you to eather work for the company, or a likely fellony convection for stealing it with some socal engineering technique or crazy hacking

I don't know this game, but i think you cannot. You have to have the code to change it, if you have only the software compiled you have to decompile it. I think it is a very hard procedure, and almost certainly illegal. You have to know the license, and ask the author of the game to give you the code.
