SoloLearn Q&A Rules

Question

While going through chat, I meet almost everyday people that don't even check if the question they want to ask is already asked.
Others just add unrelayed tags to get more attention.
Does SoloLearn really need to insert rules against such things just as Stack Overflow?
Maybe at least add a report option for such things?
If people aren't smart enough to follow the unwritten obvious rules, should SoloLearn write the rules?
Would SoloLearn keep progressing with this problem?
