Why does the section element should not be used only inside an article element?

My understanding is that articles are created to separate a little bit content, so it would be more visible in the code. So when you make a web site and know that some content will be changed sooner or later (like opening hours or whatever) you would want to be able to find it fast.
Especially if the site contains a lot of texts (like blogs)

So you can, but don't have to, and you make this decision depending of content of the site.
