But for what? Because for static page it is be better to use pure HTML/CSS/JS
If you are about to create complex web application, you will need some heavy duty framework for that like Spring or ASP.net.

Both are good in the hands of a skilled person of either ASP.Net or HTML/CSS/JS, both are as ugly in the hands of a person who doesn't know how to use neither ASP.Net nor HTML/CSS/JS.
