Which programming language is best for a messenger app

Question

I'm kinda curious about this,which programming language is best for creating a messenger app?...is was thinking of Python but I don't know if the web developing languages(HTML,CSS,JS) can do that or those are strictly for websites

You can certainly use python or other server side language (php, ruby, asp, java) for server side and js, html, css for client side.

But you will need to have some server and client application, or maybe peer to peer? It is not the easiest task IMHO. I guess you should learn about socket programming.
