i5 is capable doing such task, including gaming, workstation, and development
i can't say that i7 is always better, the price range quite far from each generation and i think you're not going to use it for gigantic development,
so i recommend i5 best price ranging, and i guarantee you won't disatisfied with that and if you're searching for graphics card, i recommend gtx1080ti

For gaming and moderate programming I'd recommend i5 (6th gen or more) but for Photoshop and really bulky programming languages such as eclipse and high end gaming, I suggest i7.
