shouldn't it be some sort of quasi tralse

It's not a matter of defaulting, nor is it Python-specific. For example:
If there's a club you can only get into
IF you're famous OR you're rich
then you can get in if you satisfy either condition, or both conditions. In a table:

rich? famous? get in?
================
yes, yes, yes
yes, no, yes
no,yes, yes
no, no, no

Read yes as True and no as False...

Not defaults to be true. Instead, the operation result of (TRUE or FALSE) is TRUE.
This is the definition of OR operation.
