Parentheses order.

Question

I'm not sure how to read this. What order to read this.
Does it check what are in parentheses to see if it's True and if it isn't checks what's before it? The place where I'm learning doesn't explain it well...

My english is pretty bad. See this would of been smart saying that kinda stuff and not using useless parentheses 🤔. Meh. Thanks again ☺️
