Is this just for keeping it clean?

So I've been learning a bit of html.. still beginning. But are the things like headers and footers, and things like comments (with the <!-- --> tag) just for keeping it clean and knowing where you want what for yourself?

I am not familiar with headers and footers, but comments of that form are also in fxml which I'm vaguely familiar with. Comments are usually just to enhance readability of code, concise explanations where code function isn't clear is usually nice to have. Those comments provide no functionality to the code itself.

Sometimes I also put comments to remind myself to add something.
