Access free web development courses from Lynda.com using city library card. Go to Lynda.com and create an account using your library card number. I don't believe every city offers it, but I'm sure a majority of major cities do.

The site also offers design, IT, marketing, photography, audio+music, CAD, among many many other type of courses.
