But learning Django could add more benefits on achieving some awesome skills i.e data scrapping, working with big data, geocoding etc. Although, you can do some of these with RoR but o found Python-Django is best for these task! Both framework has excellent extensions (RoR-gems/Django-modules) but Django has lots of exciting modules which helps to achieve project goals with less headache. Also, if we consider programming language for scientific research then Python comes first! So, learning path Python->Django could give you more career opportunity I.e developing web application, working on data science, machine learning etc.

resposive The two basic tools you need are built into CSS. Flexbox and CSS grid. Learn those first. Bootstrap just duplicates these and you end up with more dependencies. If you are going to learn a framework look at Vue, React or Polymer which are the modern way of doing things, but again more dependencies and weight.

you can use bootstrap for making responsive web site..... media queries are also used for making responsive websites..... but using media query one can only make responsive website... using bootstrap gives some cool built-in features like css for buttons, making cool navigation are possible
