Is possible to make animations (like short cartoons or videoclips) with programming?

I saw here some codes like the windows 8 interface created with html, also, I know some animations like DB Super, Happy Tree Friends and Tom and Jerry Show created with flash. Is possible make animations like these using programming languages like python, java, html?
