For web design:
HTML is necessary at first

CSS for design
JavaScript for an interactive page
JQuery is an extension to JS
PHP for servers

After HTML whatever order, but JS before JQuery.

For anything else:
Java
C#
C++

All similar syntax, goes from easiest to hardest. Stay away from Python and Ruby to start. They are very different from most languages and won’t be as helpful for learning. Although @Akash Pal is right about Python being easy.
