help me in choosing the best skills for my 2019 project

Question

Hello beloved friends in sololearn,
by 2019 I want to create an app just like sololearn, but videos will be attached to the lessons,this videos can not be downloaded,
the app is not about coding and very far from programing. .

I have basic knowledge of html,css, JavaScript, php, java,python, and c++

what will I need to archives my goals?
what language do I need to improve on?
what new do I need to learn?

If you want to build app than language depends on the platform:
Like for IOS app development:
- swift
- objective - c

for ANDROID app development:
-android (*)
you can also build by using javascript framework called electron.

for WEB app development:
- PHP
- javascript
- Python

So, it depends on you. choose any one of this language and build your app.
