games use more than html and javascript/C#. Depending on the types of games you want to make. I would suggest getting a game editor such as Unity 2017 which is free to download and use as much as you like until you make 100K or more from it. Higher end games will use graphics engines such as Blender.com (free software) as well as music and sound to go with. garageband is a free music making tool for Mac and LMMS is free for windows.
