Using Visual studio 2015 , Bundled with Xamrian , or Using Unity 3d but I won't recommend Unity 3D, because it is mostly used for games.

All depends on the type of application. Game would be visual Studio and/or Unity. Other software would usually be Visual Studio. Also please note that if you use Unity some code is different based on the engine.
