What is code outline

Question

I once read that the difference between a professional coder and an amateur is the way they outline their codes, for example a professional's code looks beautiful and coordinated while an amateur's code looks like a teenage boy's room.
Now i want to know if there are rules for writing languages so as to make them coordinated, expecially tag languages

Exactly Theedon, this has also been on my mind for a long while now, I guess there are rules for outlining HTML but I'm yet to find em out

well yeah. My boss at work makes me limit my code on a line to a specific number(html), but really I don't think it's all that useful only if you are a master githubber xD.
