I've thrown together a web site in 2 minutes, which was state of the art when I did it in the early 90's. You could still make one like that. However, you could also spend months putting all of the fancy features in. Depends on your wants or needs and how well you know your development languages. It might take me under a minute to implement a working select list that modifies the displayed page because I've done it multiple times, where you might need 3 months to make it work as you never even knew it could be done. Based on past experience, the average person should be able to do a decent multiple page site in 2 or 3 months. Now, all you need to do is figure out if you want better or worst than decent and are you better or worst than average. Once that is known, adjust your time accordingly.

Technically, a minute or less. A proper one? Hours to days to weeks to months; depends upon the project you're creating and the standards you hold yourself against.
