Is visual studio good for beginners in c++

Question

one of my friend can make good codes in vs but can't do much without it. Is that a problem or is it ok? and he is a beginner

ps. i never used vs , should i use it?

It is not really a problem in itself, although the dependence of an environment to develop itself can be a limitation at some point
