CSS and JavaScript are used to make those webpages dynamic and more beautiful.

@Martin Taylor, I can understand that you would say this, but back in the day they would call an old 15mb/s Router more the perfectly functioning, but norms have gone up, and nowadays is not considered perfectly functioning if you can't browse without having to wait half a minute for each page.
the same happens with norms for web pages, nowadays only HTML pages should not be considered perfectly functioning web pages IMO

depending on what you call "perfect" is.. it can called perfect depending on what the web would be used for.
