Mobile app development?

I have a laptop, but prefer to use my phone most of the time, and was wondering if there is a way to make an app on a mobile device?

There is AIDE (free but you can't do much without the 18.99$ Dev version, like you can't even save .java files) for Android and CppCode for iOS. AIDE comes with a lot of tutorials that you have to pay for also.
