IDE for desktop/laptop - Android Studio itself. IDE for Android mobile/tab - AIDE.

Android studio, no doubt about it. It has all the features u need to develop an app and there are tons of tutorials out there for it too

I haven't used it yet, but it seems that Android Studios seems to the your best option. It uses Java for its coding, so you may have to learn that to start developing with it. Also, it recently added an option to code with Kotlin, and it seems to be a very popular language right now so it would be worthwhile to check it out.
