What is difference between framework and library ?

Most people say that the program calls library and framework calls programs. But it doesn't make any sense.

 A library as a set of objects and functions that is focused around solving a particular problem or around a specific area of application development (i.e. database access); a framework on the other hand is a collection of libraries centered around a particular methodology (i.e. MVC) and covers all areas of application development. library is stuff you add to your program how you want, normally to make stuff easier, like serialization, or GUi framework is like a game engine, you have to structure you code in a certain way in order to use it
