Was this language developed as an improvement over python?

I've been curious to know this language since have heard about it. I'm loving it just like python

Ruby was developed in the early 90's. Simplistic like Lisp, utilitarian aspects of Perl. Ruby did not come from Python. While the creator of Ruby knew of Python, he felt it lacked true object oriented programming.
