Does a person who uses html and css fit to be called a programmer?
Since Html and Css are not considered programming languages, what name is called a person who uses Html and css.

For people who are professionally employed full time using only HTML and CSS, I would call them incredibly lucky. Otherwise, I'd call them in the early stages of getting started. While these two skills are essential for web development, they simply aren't enough to meet the demands of most professional needs today.

Interesting thought. I’d call someone like that a programmer. But, if we really are going to be technical about this, then I’d say the person is a coder.

I would say any one who can think deep in order to find solutions for any given problem will be a programmer which language he/she use doesn't matter.

Technically, if they only know HTML and CSS, they are not programmers. They are static front end web developers.

Not quite UX/UI Designers. This role requires a different set of skills unrelated to HTML/CSS.
Not Programmer Level I either, because this would require at least fundamental programming concepts be known.
The problem here is HTML/CSS isn't programming. It's really formatting. The jump from someone who can format web pages to programming web pages is still very significant. It's like saying I can be a professional chef because I can turn on the stove and boil eggs.
These skills are just partial starting points for web development and not something that can qualify for employment, for the most part.
