Can I write code without having a Pc or a laptop?

please help with this... can I download what it's needed to write code on a cloud service or a flash drive, so that I can use it in any pc?

there are some "ide"s for cellphones but u would have allot of troubles. writing code with them

as long as you have a compiler for that language on the pc you are running it on, you are good to go. but writing code on a phone is a nightmare
