I am w/h @Martin, take a Graphic Design/UI course or something of a kind, remember that minimalism is the key... you don't want to overfill your webpage with useless and heavyweight content.

In addition... it depends on the website, for example a CMS Panel requires much more content than a showcase website for an agency, here the hard thing is to put all of your content in a clean and intuitive layout.

To make things easier you can design your website in Photoshop/Illustrator/... before writing the actual code, also... you can group the key concepts in a piece of paper before designing the actual site.
