I'm a beginner in coding and web design/development. I have read/learned a lot in this app. with all the things I learned here + CSS can I create a website? how?

start an html page then save it then open as web page from there, in order for your web page to be online you must pay for a Server

ofcourse you can create a "static website". But for a dynamic website, you must learn PHP and JavaScript.(Maybe java or asp.net, phyton, and others, but not necessery for now)
Also, i suggest you should go learn more in other sources and read other tutorials.
