What a newbie developer should do if he is too slow at learning?

A trainee web developer finds it very hard to grasp the new technology. He easily forgets the syntax of html elements, javascript, css and php. What suggestion would you like to give to such a guy?

Take your time with each topic! There's no rush - learn at whatever pace you need. Make sure you understand one concept before moving onto the next, because sometimes they build on each other.
You might be a more active learner. Use the things you're learning many times, because the next time you use them, you'll remember the last times you did. You don't have to make anything impressive, just play around with it.
