What is OpenGL and is it a good way to make games? (If it is to make games at all xD)

I have been watching some videos on a guy who is making a cool game with OpenGL and I was wondering if I should learn it. Is it better than learning a game engine like Unity 3D and Unreal Engine?

if you want to learn opengl, google for "opengl offlinelearning pdf"
best tutorial i found so far. but books are the best in terms of quality.
