I think unity 3 is the best platform for a beginner game developers. unity let you develop on many programming language then compile to Windows exe it Android all or iOS ipa file. if you want to make very professional game, then nothing better than OpenGL on all platforms (Windows, Android, even iOS a d others) or directx on Windows.
