I get a error in UE4.18.3 and 4.19.0. Hexadecimal value 0x00 is an invalid character. I know it is something with xml but what?

After 4 days of bug testing with this same problem, I found my solution was to reinstall windows, make sure Oculus was installed to C Drive, and that Visual Studio 2015 was installed before 2017. I am not 100% sure about the need to reinstall windows, but It was the only way for me to troubleshoot the issue from a clean slate.

I apologize for asking this, but the windows operating system? And do I need both visual studio 2015 and 2017.
