Which language or library can I use to make my website run smoothly on different devices?

I currently design websites using HTML5, CSS3 and JavaScript, however I found out that most of my website don't 'feel' or look the same in different devices (i.e they may be very responsive in a PC but not very responsive with a smartphone). To thosw who have had this challenge is it advisable for me to use Bootstrap or is there another alternative? Thanks in advance.

You can add a media query to your css to check the device site is being displayed on and adjust the view accordingly. sorry I can't include and example but just do a quick search online for css media query that's what you're looking for
