Best available free open source CSS UI kit.

I want to make a website template. But I can't write whole CSS. So I have to relay upon a CSS- kit. It should be html5 and CCS3 compatible. Also I am not looking for a bulk website assets like Bootstrap or Materialize. It should be minimal as well as it should have a better documentation(docs). Which one is better?

I think you should use bootstrap framework. It's a CSS3 framework for web pages pagination.
It saves a lot of work on web design and front end development!
